Best cpu for rx 470

I am having msi rx 470 4gb which processor is best . No problem with the budget . What I should chose INTEL OR AMD

You don't choose a CPU based on your graphics card. That is wrong.

Choose a GPU which can perform up to your graphics quality goal (EG. Medium settings, 1080p) at your performance goal (EG. 50FPS (Shouldn't be over your monitor's refresh rate)) in the games you wish to play (EG. Doom)

Choose a CPU which can perform to your performance goal (that 50FPS) in the same games you wish to play.

What do you plan on doing with this PC? If gaming, what games? Graphics quality goal? Performance goal? Interested in overclocking?

Without this knowledge or budget it is impossible to say the best CPU without just saying the 7700k for IPC or 1800x for multi core.
