Best CPU/GPU combo for a streaming PC on a budget?

I am looking to build a PC with a $950 budget. I would stream games mainly like League of Legends with the occasional shooter like Battlefield 4.

Would a 4590 cause to much of a hit with FPS if I were to stream? Or would I be fine (since the 4590 is only $159.99 at a local Micro Center while the 4670 is $199.99). I don't care about overclocking.

If I purchase the 4590, the GPU will be a GTX 970 or 290x

If I purchase a 4790, it'll be a 280x.

So which is the best option for the budget?

no a 4590 will be good for that but i see you'll already have a better option in your signature area what this like a secondary pc (cause i would think that the first one can handle your needs)
