Well if you are willing to replace both you cpu and mobo, then for optimal gaming performance you'd want an i5-4690k processor and an Asus z97-A. If you want something a little more extreme to go with your enthusiast card, you could also get either an i7 4790k processor, an Asus Maximus VII Hero motherboard, or both. Both of these combos would work very well with the gpu.

For $550 you could get an i7 4790k and an Asus Maximus VII Hero (it should be the z97 model). They are basically the best processor and motherboard combo for a reasonable price. But if you don't want to spend your whole budget, just pick up an i5 4690k and an Asus z97-A.

I agree, X99's the way to go if you can afford it, I wasn't sure if he could bump his budget up by a bit or not. But yeah if you want THE best processors and motherboards, with a price to match, the x99 motherboard and its matching processors are where it's at. I would definitely suggest that processor, but if you do not want to go over budget, I think you can get MSI's X99 board for $10-$20 cheaper.

Well if I go x99 it would force me to spend money on ddr4 ram while I just recently purchased 16gb of ddr3 for my current setup, also my budget must include a single 120mm rad that is slim for the CPU as that is the only thing that will fit my CPU and case with the hot AF gpu radiator on my case so I must ask for the best aio included in my budget that is 120mm

Alright then if you need a 120mm closed loop cpu cooler to throw in with the other parts, get the i7 4790k cpu ($310), the Gigabyte Z97x-UD5h motherboard ($162) and a corsair H90 cpu cooler ($90). The total is $562, and it is all the performance you need to match that monster gpu of yours.

Ok I have all the components as this would just be an upgrade to my current build, I have read about AMD's new zen CPU on AM4. I might wait and see what that has to offer as it is saying a 40% increase over current FX processors, this means that I will have one hell of a beast system then, thanks for the input guys/gals it helped a lot.
