Best CPU watercooler?

I'm planning to buy a watercooler, budget about $70 below, any suggestions?

at that price range it would be a corsair h60, but thats about on par as putting a hyper 212 in instead (and only costing 25-30 dollars, makes you think) if you want quiet performance with 70 dollars you can buy a top of the line silent air cooler

The Corsair H60 is the most popular water cooler at that price range.

h60 and h55 are good one. H55 is quiet one and H60 is high performance one
