Best CPU's vs best GPU's render times.

I could'nt find any results or data to help me with this but im wondering, when it comes down to complex 3D rendering, which component will out perform the other? Allow me to elaborate, as of my knowlege you can choose to render 3D scenes using your cpu or gpu, when it comes to consumer grade hardware its obvious the GPU's outshine the CPU's for cost/performance ratio however, I'm wondering, which would be faster at rendering the same complex scene, the absolute best of available CPU's or the best of professional GPU's. So would a Quadro gv100 render the scene faste than a Threadripper 2990WX. The price range differs greatly but im wondering if it also shows it in performance. The GV100 goes for nearly £10,000 where as the Threadripper 2990WX goes for £1500, Is the difference in price worth the performance difference when it comes to rendering. Im sorry if this seems a little confusing, im just curious
