That isn't actually it. First, if we really wanted to we could completely pull an article and any related forum pages. Second, it is rare we completely pull an article, but when we do we typically follow it up with another article to explain why we did it and let users discuss it there.

The reason for archived comments like that are because this is a continuously updated piece that we make changes to at least once each week. We periodically archive old comments so that the page is kept clean for future discussion about the latest deals.

Newegg requires that you are a email promo subscriber in order for the codes to work.
It is stated in the email that the email of the purchaser must be on file.
The bottom of the email promo has a link to manage the subscription to limit the amount of emails.
Some non-code specials are available to all.
