Best Desktop for WoW 2015

I have been running WoW on aN Acer aspire laptop for over a year now with tolerable issues. Recently my laptop is running hot and the fan is loud so I've decided maybe it's best to find a gaming desktop. I have no experience building, so I'd prefer a pre-built PC that will run WoW and Starcraft 2 on High to Ultra settings smoothly. I want the cheapest RELIABLE option. Also, is it bad to use a TV as a monitor? And my desktop won't be near a router so should I purchase a long wired connection (50-75ft) or use a wireless connection. I'm not familiar with the technical abbreviations so I apologize in advance.

I would suggest you buy the parts then get a store to build it for you, then you get better parts for the same price and a quality PSU.

reason for a store location is so we can fit everything within budget from where you live
WoW and AMD CPU's don't mix. A poorly threaded game with a CPU that does poorly in a badly threaded game only results in poor performance. A low-end intel CPU can match a much higher end AMD CPU in a game such as this.

WoW does not need an 'excellent' graphics card as it is CPU/Ram dependent, so if choosing parts just for this game there would be no need to get an expensive graphics card, to note.

TV's don't make bad monitors, there just not that good to sit close to.

What would be your budget?
 
No particular preference as long as the system is reliable and meets my standards. I don't have much experience with this, so I thought I'd ask for help from more knowledgeable people.
