Well as far as chipsets go you don't have a lot of options. The socket LGA 2011-v3 supports only DDR4 (way to expensive), the 2011 can't support 5th gen, so the only left is the LGA 1150 socket with the Z97 chipset. Now for the rest, i used google and it looks like 40K in indian ruppees, is about 650 US dollars. I don't know how much computer hardware costs there but with a budget of 650$ the best graphics card, psu, cabinet (i guess you mean case, chassis) are way out of question. Anyway, it will be cheaper to add a wifi usb stick, than to find a mobo with onboard,since usually only gaming mobos have it. Also for this kind of budget you might also want to consider AMD, since the tend to be cheaper.
