Best Fan controler for under $60

I have 8 fans 2 of them are 140mm and the rest are 120mm. I want a cheap fan controler to help dim the noise. So what fan controler do all you recomend?

Get a Sunbeam Reobus and put a few fans linked in parellel to each channel.
