Best fan for CPU heatsink money can buy

In the market for a new 120mm fan for my CPU heatsink. Priority is performance followed by low noise. Are Noctua's my go to?

pure performance - something like a delta high sp fan.

Failing that you can go with the noctuas, or cougars to get a nice blend of noise to performance, I've also had some luck with Phanteks SP fans, but occasionally i'll get brittle blades. The Corsair SP 120s move good air, but are kind of noisy.
