Best Fan to replace the Cooler Master hyper 212 Evo one.

Hi,

I wanted to know which one is the best to replace the cooler master one? it sounds like a jet when running at 100% so i want a silent one, high rpm, and something that will last long, like noctua. No more then 23 dollars!
