I'm looking for the best CPU cooler with FM2+ Socket that has a low noise level and does a good job at keeping the CPU cool.

The U9S is best for Mini-ITX enclosures where you can't get larger coolers to fit.
The U12S is a slight step up above the U9S and offers greater cooling performance at similar noise levels.
The U14S has a similar story being even better at cooling, and offering the same noise levels.
The D15 is the best cooler, with performance rivaling water cooling systems, and offers extremely quiet noise levels.

If these are too expensive for you, the best cheap cooler that I would recommend is:
CPU Cooler: CRYORIG C7 40.5 CFM CPU Cooler ($37.49 @ Amazon)

The Cryorig cooler is not as silent as the Noctua coolers, nor as efficient at dissipating heat, but is a great cooler for the price.

I am running an A10-7860 APU (3.6GHz, 65W TDP) on an ASRock A88M-G/3.1 motherboard, and using a Noctua NH-L9a 92mm SSO2 CPU Cooler. I have a slim MicroATX case, which precludes using the taller coolers. At idle, the ASRock A-Tuning app shows CPU temps @ 38C, and under full load (Prime95) CPU temp is up to 57C. The AMD Overdrive app doesn't show temperature directly, but instead shows 'thermal margin', which is around 27C under load. This means the APU could get 27 degrees hotter before it began throttling to reduce temperature.
