Why ryzen not intel? I heard intel more good for emulator? And why rx not rtx? Can you give me good reason and how much different between i7 3770 vs intel gen 9th? Can different so big or just a near same? Because i can find i7 3770 for 70us

Why ryzen not intel?
Better price/performance. Ryzen 3000 has allowed AMD to pretty much catch up with Intel. The advantage Intel had in speed has diminished significantly.
For each of Intel's current offerings, there's a Ryzen to match, or even best it.

And why rx not rtx?
Similar to the above. RX 5700/XT wipe the floor with RTX 2060/Super and RTX 2070/Super. Better performance while being cheaper.
The ray tracing feature is just a gimmick at this point. Support is still lackluster, and the performance hit is just too much for people who value 'all of the fps'.
Don't know about you, but I don't care for the idea of paying a premium for a feature I'm not even going to use... try RTX ON out a couple of times, give it a 'MEH', and not look back at it.

This will show and explain it better than I can: https://www.gamersnexus.net/hwrevie...k-revisit-2018-benchmarks-vs-9900k-ryzen-more

Just a bad idea all around.
The 3770 can't be overclocked - it's performance isn't as good as Ryzen 1600 and 1700.
3770K can, but it also requires a Z-series motherboard, and a good cooler of at least $50.

But not intel still king in single core performance? For emulator CPU usage most single core power?
And for rtx ok for now i know that just gimmick but how about gtx 1660ti? Because i know rx series have alot issue on it like overheating and bad driver and not rx have bad open GL? You know alot emulator used a openGL only some have supported Vulcan
Just for info i used a lot emulator that like cemu rpcs3 and i need not updated my pc for 3 or 4 year because you know make one pc not cheap

You are being too hung up on single core performance. There's also IPC(instructions per clock) and memory speed to take into account.

WHOO... 5 - 6% difference. And I see Intel is trying to match the prices of the 9700k and 9900k with the 3700x and 3900x respectively! XD
At least 2 out of these 4 NEED a cooler, so there goes the price matching...
9700k(8c/8t) VS 3700x(8c/16)
9900k(8c/16t) VS 3900x(12c/24)

And for rtx ok for now i know that just gimmick but how about gtx 1660ti?
It's currently in a league of it's own and does not have ray tracing. But if you were to find a good deal on a used Vega 56...

Because i know rx series have alot issue on it like overheating and bad driver and not rx have bad open GL?
That primarily applies to AMD's cheap ass blower cooler models, with one exception going to Msi's Evoke OC.
This happens all the time when adopting new technology. It takes time for the drivers to mature.
Nvidia's PhysX didn't get picked up right away, and you're already seeing what's happening with RTX ON.

You know alot emulator used a openGL only some have supported Vulcan
OpenGL doesn't cost developers anything. Direct X does. In time, OpenGL will get abandoned too.
You can blame Microsoft and Nvidia:
https://community.amd.com/thread/230984

Oh, and AMD themselves for sitting on their asses for too long, only to make a hit in the cpu marketspace, whereas they're lacking in the gpu one for some reason...

You already appear to have made up your mind - get a 9700k and 1660Ti/2060 Super. Your money.
All we can do is give suggestions and why.
If you want to save money, you do AMD/AMD. If money is no object and you must have 'ALL OF THE FPS', then go Intel/Nvidia.
