Well, that depends on what you use it for. For straight gaming, it makes little difference, maybe a percent or two in FPS as you climb the frequency scale.
However, there is basically no difference in latency between your options there. So roughly the same latency with more bandwidth is always better.
CL14/3200 = 8.75ns latency
CL16/3200 = 10ns latency
CL16/3600 = 8.888ns latency
CL18/3600 = 10ns latency
There are other factors and other memory timing settings that can be changed to have more of an impact. You can always try tightening timings on any memory kit you have to improve performance.
