best gaming and encoding cpu under $100

I'd like to recommend the i3 6100 at $117, but for exactly $100, you would have to go with the older i3 4170. The i3 4170 is about 10% slower than the current-gen i3 6100.

even for encoding video the i3 6100 it's better than fx 6300 and a10 7860k?

The FX-6300 and i3 6100 are virtually tied when it comes to video-encoding and other multi-threaded tasks. You might find situations where the FX-6300 wins by a tiny bit, but less than 5%. In most games, the i3 will have a comfortable lead. Both of those would decimate the A10 7860K at everything.
