Question Best gaming system for a low budget

I have a friend who wants to enter the pc gaming world, but his budget itsnt the best, I was wondering since you guys are expert which would be the best system for a lowcost I could recommend him.
He tells me he wants to run games like fallout 4 so thats like his goal.

Well I believe him would buy the pc and get a cheap mouse,keyboard and monitor for now, and I believe his budge would be around 600 usd
