The motherboard only allows overclocking to 3800mhz.

I was looking at 1650 super and 1660 super, but according to bottleneck calculators even the 1650 super would be bottlenecked. I have a preference for nvidia cards because of the hardware encoder, and was also looking at older cards like 1060 6gb and 1070, but i do value warranty, and used market seems to barely worth it even if you don't care. I am in the UK.

A little bit of "too much GPU power" won't hurt. It would be rare that CPU power and GPU are perfectly matched under all circumstances. Does it really matter if one component gets a bottleneck if you still achieve 1080p 60Hz? The 1060 or higher would probably be a good choice. The newer generation equivalents to the 1060 (e.g., the 2060...I wonder when a 3060 will be available) would have less power requirement at a given load, but will you really care if you achieve the 1080p 60Hz?
