I currently own a Dell XPS 8920, which I upgraded with a GT 1030 and needless to say I’m not too satisfied with the performance, my setup has a i7-7700, 12GB DDR4, I have been told that the GTX 1050 Ti would be good but I want to know if I can push for the best performance. Preferably under $300

Use a wattage calculator like this one from Seasonic to figure out your base load and how much that leaves for the GPU.

I got about 210 Watts needed for your base computer. If your power supply is good for 460 watts that leaves you with a 250 watt budget.

You could run up to a Nvidia RTX 2080 (225W TDP) or AMD RT 5700 XT (185W TDP) and be good.

Basically anything in your budget will work with your power supply limitation.

Nvidia 1660 Ti ($300) or 1660 are good cards. RTX 2060 (160 W $330). A few good AMD choices too.

You don't want to push it that close to the max. You'd be lucky to get an RTX 2080 to even boot.

With a 460W PSU, you'd want to stick with a GPU that only requires 1 PCIe power connector.
