I have a 768p monitor and not sure about upgrading to a 1080p one. I have ordered all my PC parts except the GPU. I want a card that can get 60 fps high settings in 768p. I was thinking about an RX 470/570 but thought it'd be overkill.

Q. Should I stay in 768p and get a good GPU to suit it or get a 1080p monitor and have the 470/570?

Specs:
CPU - R3 1200
MOBO - B450M HDV Micro ATX
RAM - 8GB (4GB x 2) 3000 MHz
Storage - 1 TB HDD & 120 GB SSD
Case - Cooler Master Masterbox Q300L MicroATX Mini Tower
PSU - Corsair 450W 80+ Bronze Certified

Ok sounds good then. Do you think I should stay with 768p or get a new 1080p monitor?
A new monitor would be a good idea but not necessary. 768p isn't going to give you the quality picture that a 1080p monitor will, but if the 768p monitor works for you there is no reason to not keep it. A 1080p monitor would just be better. So, this is mostly a judgement call that you have to make. I suggest looking for one that looks better than your current monitor in colors, contrast, and brightness. There are a lot of reasonable 1080p displays out there in the $120 range, sometimes less, and some actually look good. My suggestion is going to a store and actually looking at them if you can. Someplace like a BestBuy or Staples or other store that has a good selection of them. Then pick the one that looks best to you in your budget.
