Best GPU for a price range for 0-250$

So, I have a gaming pc I got from my dad, and the CPU is a fine piece of work being ion the 93rd percentile, but my GPU is lacking. It is in the 63rd percentile. I was wondering what graphics card can I get from the price range. Please, I you are answering this, put down something for 0-100$ and something from 100-250$. I am shorty on cash atm, and if I don't have $, I would like a cheaper option.

Currently I am looking at getting the:

If you people have any better options for me, please comment below. Please tell me is the 2 I misted are good options or not. And even if they are, please put down something you would personal recommend for the 2 price ranges I mentioned.

The 960 or 780 are old cards, so it would be better to buy a new one. My recommendation is the GTX 1060, which is currently priced at $259 (6GB model from Gigabyte), $239 (6GB model from Zotac) $229 (3GB model from MSI) or the $199 model from EVGA if you are on a budget.

EDIT:
I don't actually recommend any card below $100, but it also depends on what games you'll be playing on your computer. The lowest priced card I recommend is the 750 Ti which @ $104 (Newegg deal that ends on 12/19/2016)

Exactly what is your current cpu and gpu? I do not compute the percentiles.

What is the make/model of your PSU?

GTX960 needs only a single 6 pin aux power connector. Typical of a 450w psu.
GTX780 needs both a 6 and a 8 pin connector, typical of a 575w psu.

I might suggest GTX1050 for a budget of $110 or so, no 6 pin power is usually required.
GTX1060 for a higher budget. Needs one 6 pin which a 450w psu can deliver.

Those are both outdated cards. They will work but Nvidia and AMD both have better current options in your price range. I will list a few of them and a performance summary chart so you can see how they compare to each other.

The bottom end is the GTX 1050 $109.99. This and the RX 460 $107.99 are the cheapest current cards I would recommend. The 960 and 780 are better than these cards but you aren't going to find them for around $100 unless you find a good deal on a used one.

Stepping up to the GTX 1050 Ti $139.99 puts you above a 960. The RX 470 is better but the pricing on most of those cards doesn't make sense to me. For what you pay for most RX 470 cards you are close enough to a GTX 1060 or RX 480 that those make more sense.

Above that you have options that easily beat the 780. For $194 you can get the GTX 1060 3GB or the RX 480 4GB for $199.99.

Finally at the top end you can get the 6GB 1060 for $239.99 or the RX 480 8GB for $239.99.
