Either that or get a slightly cheaper r9 280. It will take up more power though so you would need 2x6 pin PCI cords and 500 watts min for it and it would come with the power cords that you need. The 280 is with no doubt faster and cheaper then a gtx 960.

There is no "best" GPU for any CPU. Whether the CPU bottlenecks the GPU depends on the game you're playing.

For example:
Battlefield 4 in Multiplayer is very demanding of the CPU. But,

Tomb Raider is not very CPU intensive.

I don't disagree with the GTX960 since I don't know what games you play. It's also worth nothing that future DX12 games should reduce the CPU bottleneck of your system by quite a bit meaning a better GPU wouldn't be as prone to be bottlenecked by your current CPU (for for all games, only DX12 games running in Windows 10).

The R9-280X 3GB is also a great choice, however they're more expensive on average and the cheapest ones may have some issues. My choice is:

I was not talking about the r9 280x I was talking about the r9 280. The 280 is very much cheaper ( around $30~) then the 280x but the performance loss is small and noticeable whilst being much better then the gtx 960 in terms of price to performance. The 280 also uses a lot less power and only needs a 500w power supply and not a 600 watt for the 280x
