I need a graphics card for a Dell computer Inspiron 530 Dual Core, I don't which is best with full utilisation and no botttlenecks, an nvidia card would be preferable.

A GTX 750 Ti or GTX 950 are as powerful as I'd go with that system and it will likely bottleneck a bit even with those cards.
I think, the GTX 750 (without Ti) is a good partner for an overclocked Intel E8600. But without overclocking, maybe it will get bottlenecked. I did search a little the web without result. I could be wrong, but don't go higher than GTX 750.

If a 750 will cause a bottleneck what will go best? 650/ti 740
A bottleneck just means your CPU isn't powerful enough to make full use of the graphics card in some situations. You are still better off with the most powerful card ( up to a point ) that you can get. A 750 or 750 Ti would be fine. Most modern games are much more reliant on the graphics card than the CPU anyway.
My take on this, don't buy expensive card, maybe GTX 460. If you can, then replace motherboard and cpu, but then you most probably need new set of ram too. The old 2 core cpu without overclocking is too old and can't do much today if you want play games. There are actual 2 core cpus, which are much better. Or you start overclocking the cpu, which will change a lot. What is your budget? Here is something to start with, but I don't know what psu you have (most probably too ancient) and then you still have no graphics card...
