Best GPU For Under 200 Dollars?

Solution
yes that is a good psu and will easily run either card. to give you an idea on price, here is a good card for each so you can see the price difference. both are factory overclocked and have custom cooling. the price difference is about $20 as you can see http://pcpartpicker.com/parts/compare/evga-video-card-02gp42962kr%2Cxfx-video-card-r9280atdbd/

The thing is, the GTX 960 has 2gb, while the r9 280 has 3gb.

Yep, in terms of spec, the r9 280/7950 looks much better on paper. In real world performance, the gtx 960 does about 7-10 percent better as the Maxwell architecture really takes advantage of limited bus with advanced color compression to beat other architectures despite having lesser specs.

So should I stick with the r9 or get the GTX 960?

look at prices. benchmarks have shown the 280 and the 960 to be just about the same. one will outperform on one game and the other will on a second game. price is in favor of the 280 right now and you'd save about $20 or so with the 280. power supply is an important consideration as the 280 will use almost double the power of the 960. so if you have a low power power supply, the 960 is the way to go. if you have plenty of power, then the 280 will save you some money over the 960.

I am planning the Seasonic M12 II 620W Fully Modular 80+ Bronze Certified PSU. Heard its very good and reliable.

Solution
Gtx 960 is better. I would go for it. And remember that 280 and 7950 are the same card.
