New, or used?

New, you're looking at a 2060/2060KO from Nvidia or a 5600XT from AMD at absolute best, and usually that's for really cut down or single fan models.... unless you find a great sale, of course. More likely to be 1660TI territory for some options.

Used, i've seen 1080's go for ~$300, but then you're usually looking at shipping on top of that.
1070s should be doable, shipped to your door - but at that point, a new 2060 makes more sense.

Any of the GPUs mentioned will be fine. You won't be maxing titles out at 4K 144Hz or anything like that, but more than capable for high 1080p/medium 1440p.

For ~$700? Where are you located specifically (as in country)? Prices & availability vary dramatically in different regions...

Generally, in the ~$700 USD range a Ryzen5 3600, 16GB and 2060 should be doable.

I am in Panama bro ( central america ).
But usually i buy them on internet and bring it with a provider. which is best for me i think

There are companys here that sell Rigs.

For example in here: https://solostock.xyz/71-equipos-intel

As you can see for that range, i think is good, however i think its best if i bring that from the US. compared, and can get something better for that prince rage, what do you think?

There's no specific 'site' with ongoing listings. I've seen them go for $300 on eBay on occassion & I've seen them sell for similar locally ($400 CAD). No guarantees you'll find one, and you'd likely be paying shipping on top too.... So not a particularly viable option in the context of a ~$700 build.
