Best GPU solution for 650-700 US Dollars

I have a 1440p 60hz screen and i need a new gpu to run games on it it. I'm not going to run any specific games, i like all genres.

What GPU has the best price/perfomance ratio in the ~650 range? I might overclock, but not that much.

Gtx 980ti OR 2x 970 SLI.

980TI - Extremely powerful one card setup that can easily run games in 1440p 60 fps high settings. power efficient.

2x 970 - more horsepower than the 980TI but requires more power, takes 2 PCIe lanes and is SLI which will always have some problems with some titles that aren't optimized for SLI.
