My PC has it's PCIe locked to 35W and I'm looking for a GPU that will use up to 35W on max load, the only GPU I seen is a GT 730 2GB GDDR5 but does anyone know any better ones? Thanks, I don't care about who it's made by, the size or the pice.

Solution
730 64 bit is 25w tdp so will do just fine. Unless you wait and for the rest of the 10 or 400 series to come out with a replacement.

I have looked at GTX 900 series but from what people told me, the GPU tries to draw max 75W from the PCIe and any extra power it draws over the connectors, unless I'm wrong.

It's a Dell Optiplex 960 SFF

They make a great gaming pc's, you can put a Xeon X3323 M6, 8GB DDR5, GT 710 as it will run on the stovk PSU and you have a cheap gaming PC, the parts are very cheap, the whole motherboard is 5 bucks, it's easy to modify and parts are very easy available, I have build that whole thing for $85, had to replace the motherboard once but since its 5 bucks I didn't really care. They can also handle temptures up to 203 fahrenheit stock because they were meant to be used as servers PCs and run for a whole year on full load without a break.

I don't know where you read 95c but it's not good for it to run that high. They are no different than other cpus as it was shown xeons use the same die as consumer cpus. Most cpus have a tjmax of 100c. You can get just as much life out of any cpu. For $85 that's not a good deal. $50 gets a core 2 quad, same architecture, more cores, faster, same temp range. A little more, $100 or so and you may find sandy which is quite a bit newer and better. Else at least you can find nehalem. Yes those are full tower prices. You can find ones not limited by sff and more easily upgradable.

My friend told me they can run up to 95c without a problem and even in the user manuel it says that any temptures above 95c may cause damage to the PC, in the BIOS you can check logs, such as error logs, temptures, speeds, anything you want to know and it says OK next to temptures up to 95c, once I hit 97c and it said HOT next to 96 and 97c. For me the $85 is cheap because the PSU on it's own costs $60, case costs $20 and motherboard $5, that's already $85 and I have't even added CPU, GPU, RAM, Fans & CPU cooler. I only want to get a PSU & 750Ti for it and I'm not going to put more money into it, people use this as throw-away PC and so do I, there's so much wrong with the PC that it's simply not worth putting money into it and since I wanted to spend $160 just to get a PSU & 750Ti, is just stupid. I don't normally run the PC at 95c, it normally reaches 79c and then my speedfan controller kicks in and puts all the fans on full power but if you're running Dell Optiplex 960 SFF without one, the PC will reach 85c if you're gaming on it ect as it uses Dell's stupid "Smart Fans" that don't do anything and most people go into BIOS and overide the fans and make them on full power all the time because half of the time I was thinking if the fans work or not because when I was gaming, all I could see is the tempture raising and the fans running on low speeds, barely able to hear them.

That's just the thermtrip, same as the 100c on most other cpus, when the cpu will thermal throttle. It's in the normal range like any other cpu and still not good to be running higher than upper 80c in the long run even if it "can." You don't run a car hard in 110F weather for the same reason even if the equipment is able to handle it, it's not good and your pushing the limits.
