Hello! I have this sistem :
Cpu: Intel Core 2 Duo E6550 @ 2.33GHz
Motherboard: Gigabyte G31M-ES2L (Socket 775)
Graphic card: 512MB ATI Radeon HD 4300/4500 Series (Sapphire/PCPartner)
Ram: 4.00GB Dual-Channel DDR2 @ 399MHz (5-5-5-15)
PSU: AcBel 510 pc7013
recently my monitor spoilt and i have change it to viewsonic vx3209-2k. Found out the monitor was bottleneck by the graphic card. Any suggestion for the best graphic card that i can go for. Thanks a lot!

Honestly, given your current system, I would recommend a complete overhaul before recommending a new graphics card. That aside, I could see a GT 730 as a possible upgrade to your current graphics. It's not going to give you 200FPS in any AAA game, but it should provide you with a small boost.
