GT 1030 or the much better GTX 1050.

I'd go RX 460 2gb if you can find one at a price anywhere close to what a 1030 cost, for the low end card. If you can spend a bit more, get the 1050. Your original question DID ask for the 'best' 300W friendly card and that is the 1050 Ti.

If the RX 460 is cheaper than the GTX 1050 then get it, but the GTX 1050 is better than the RX 460. Some RX 460 require a 6-pin PCIe power connector. If you have a 300W PSU that came with a prebuilt it likely does not have a 6-pin PCIe connector.
