I have a dell inspiron 620, which means the motherboard is OEM and it wouldn't even start-up when I tried to put a R9 270 into it.

Whats the best card that a dell motherboard on my inspiron 620 would accept?

Any card.

As long as it fits in your case. Your motherboard will accept any PCIE card (modern cards today, basically)

The reason why It didn't start up because probably your PSU was too weak. You need something like a 500W.

I have a 550w PSU, it's antec and is rated bronze 80+ plus. I still can't figure out why that R9 270 wouldn't even get past a black screen

this is my PSU: http://www.frys.com/product/7947110?site=sr:SEARCH:MAIN_RSLT_PG

On that note....

I have an i3 2100.

What graphics card wouldn't be bottle-necked by my CPU?

I've heard and seen youtube videos of people with super-fast graphics card and only an i3 2100, playing new games like witcher 3 and getting good FPS.

Did you plug in all the cables? Meaning the one on the very end of the card and the output (DVI, etc.). If you did, then it might be defective.

do you mean the "6-pin" cable?

There was only one cable I attached and that was the cable from the card to the PSU, otherwise, I simply slid the card into the GPU slot and make sure everything was lined up.

EDIT: YOu would need to show me a picture so I could know what your talking about

Yes, I meant that.

Alright, I'm going to ask a stupid question. You plugged in the cable from the graphics card to your monitor right? Not from your motherboard to your monitor.

The top one is a VGA, and the bottom is a DVI. The top uses analog, and the bottom uses digital. Make sure your monitor is in the right mode (analog or digital)

The term bottleneck is dumb. It's really all about the processor. One GPU might work better on a better processor than a bad processor.

Digital is the right mode for your monitor. I don't really know your monitor model, but you have to switch the Source or the Mode or whatever. I don't know where it's located unless you tell me the model of your monitor.
