can gtx 1050 ti fit in my PC case
What I'm seeing here is a GT 1030 and a GTX 1050 Ti are the same length.

....but I can't find anything on the heights.

I think it will probably fit....but I can't guarantee it....maybe take some measurements.
They look pretty close as far as size in the pictures....but the 1050 looks a little higher.

Don't put a stronger card in there.
Can't tell if its an Optiplex 7010/9010, but that 250w psu has a max output of 219w at the 12v rail, which is what the bulk of your hardware uses.
3470(77w TDP) + 1050(75w) = ?
TDP is about 20-30% less of the actual power draw, so worst case, 110w
110w + 75w = 185w - 219w = 35w
35w = accounting for everything else.
That's cutting it close. Then there's also the unit's durability to consider - how well it holds up against the constant highs and low voltage fluctuations of gaming loads.
