Solution

So your max budget for GPU is 18k.
Get an MSI GTX 750ti in that money.
Single fan is enough for a GTX 750ti, Also single fanned is much cheaper than dual fan.
Thats the cheapest which i found - http://www.snapdeal.com/product/msi-geforce-gtx-750ti-2/633598994916#bcrumb
Also, check local market, you may find it much cheaper there.
You wont be getting any good CPU in 10k. So, Get an AMD Fx 8350. I know you will expect an Intel at this price point but for gaming you wont be able to max out most games with...
will it be able to run games like ac unity , arkham knight and all the upcoming titles at ultra level since i can only buy these type of expensive cards once so i wanted a future proof card . which one would you suggest ??? in terms of high intensity gaming ... i want a card which would give me the best value for money , run all the games at ultra level and still not be an overkill. if you have any other suggestion(in terms of graphics card) it will be highly appreciated

1.GTX 960 is the best value for money in terms of 720p gaming.
It will be able to run all the future games at ultra with ease if you are not going to upgrade your monitor later.
For 1080p gaming , GTX 970 is best and will be able to run all games at 720p with 70+ fps that means it will be much smoother and future proof.
Who knows if your monitor's display shatters accidentally in future. So you will be able to hadle 1080p gaming also with GTX 970.
It all depends on your budget , if you can go for GTX 970 then it will be great cause for a gamer higher fps is always better.

2. The processor you are using is a core 2 duo , which isn't compatible with most titles of 2014 onwards. So you will see a drastic FPS drop.
If you can upgrade it also then it will be all fine but be sure that it will cost you a lot.

UPDATE: Here You can See the report of your System specs for GTA V at 1366x768 resolution -

But isn't gtx 960 for a monitor with 1366*768 resolution bit of an overkill. Depending on the fact that i have no intention of changing my monitor ...... which is the most logical choice between gtx 960 and amd r9 270x ??? i want to play all the present as well as future titles at ultra level with everything maxed out.... please suggest .... as i dont want to be that fool who mindlessly throws away money at the first shiny thing he sees

can you guys suggest me an ideal pair of cpu and graphics card . my budget for the graphics card isRs.15000-18000 and for the cpu it's Rs.10000. suggest me a pair which can handle future titles at ultra level. THANKS in advance

Once you get beyond the GTX 750 Ti, your CPU will become the limiting factor. It will start being a bottleneck to faster cards. I doubt you'll be able to run most of those games at max in-game settings even at 720p. The best card for the money amongst those choices and your current CPU would be the R9-270X. That will get you closest to your goal of maxed out settings at 720p w/o tons of bottleneck. But don't expect miracles as long as you have that old system.

Yes, GTX 750ti prices have rose up again , dual fan cards are now mostly costing 12k-13k
Only single GTX 750ti i found which is good for its cost.

Your CPU is no good for cards like Gtx 760/960 etc. Get the 750Ti for 10k if you do not plan on upgrading your PC anytime soon. However if you will upgrade your PC soon the the newly launched Gtx 950 at 14k is a good buy despite what most people here will have you believe.
