I've heard that Noctua fans are very good at moving air and also very quite. As for the graphics card, you could pretty much get whatever card you want, provided it's in your budget. If money isn't a problem and your looking for the best card you can get, go with the GTX 780 ti. It is an amazing card!

Noctua fans are very good, get the variable speed type (3 pin connector) so you can plug it into the motherboard and control its speed through the BIOS.
What type/resolution of monitor/s are you using? A GTX780Ti is a hugely powerful card but if you have a single 1080 display, you'd be better off with a GTX770/R9 280x.

Best graphic card choosing always depends on your requirements, whether you want it for high end games like Battlefield 4 @ultra on 1080 p or 4k or for normal gaming on normal settings and even your budget also considered(budget only matters most of the time :D).And i don't think asus M%A&*L-M is a good mother board for some high power consuming processor like your 8320.and i don't think it's safe for high end graphic cards like r9 290,gtx 780 ti etc.get a good mother board like at least AMD 970 chipset or 990,like asus tuf or rog series(of course they cost more).if you have good brandedlike cooler master, corsair kind of PSU(power supply unit) like 600W then buy a GTX 660 or GTX 760 or AMD Radeon HD r9 270X or R9 280X.you can play all the games available now on ultra or high on 1080p with good FPS like 30-60 or may be more depending on the game.
