Best Graphics card for Dell S2240L 21.5 inch LED Monitor

Which card either AMD/ATI or Nvidia is best suited to perform well on Dell S2240L 21.5 inch LED Monitor.It is a 1080p monitor so I am looking forward play Full HD/Blu Ray Movies and latest Games (especially upcoming GTA V) in 1080p on maxed out setting on around 30-40 FPS. My budget is around US$130.I want best performance for this price.

There is no way you can max out all settings on 1080p on a card for that budget. Best choice for now is a GTX 750Ti. Stretch your budget a bit more.

ok that sounds fine then what about VRAM? Is 2GB card enough powerful to handle a 21.5 inch 1080p screen? Ofcourse in both Blu Ray Movies and Games.

Ok it seems fine,but GTX750 Ti comes with mini HDMI and Dell S2240L with HDMI port,how to connect it?
I mean What is this Mini HDMI? Can I connect it with HDMI on Monitor and is their possibility of any drop in performance?

Although GTX 750 Ti comes with DVI port and a DVI to VGA Converter and Dell S2240L comes with a VGA Cable but I want 1080p performance in gaming and blu ray movies. So is it worth switching to Mini HDMI and HDMI?Please suggest me some mini hdmi to hdmi cables.
