Upgrading to a GTX 960 would be a massive performance boost, Although CPU bottleneck may occur, What motherboard/cooling solution do you currently use?
If you upgrade to a 960 or 280, You will still bump into bottleneck, Unless you decide to overclock which you need a motherboard that supports overclocking and has a 4 + 1 Power phase (Higher is better) and Good cooling..
Even if it does bottle neck it i would still go with r9 280x cuz of 3 GB VRAM vs 2 on GTX 960,newer games will need more VRAM.

I have a gigabyte 970a-d3p mobo and a h100i liquid cooler

Then R9 280x is best you can get and anything stronger you will get bottleneck in more CPU intensive games.Or if you can wait 2 or 3 more months for new R9 3xx line to come out.

Maybe with some hard like 4.5+ ghz you can probably fit in r9 290 or gtx 970.But also depends on game if it only need GPU power you will see no bottleneck but if you want to play BF4 on 64 man server you will see some.
