There really isn't a best. Seagate, WD, Toshiba Hitachi all are decent, all have their own peculiarities etc. They all spin at @the same 7200rpm ± and all are subject to the same wear and tear as any hdd is. You can pay extra for a WD Black over a WD Blue, but what you get is a longer warranty and the probability that the Black will last longer before failing. But it's still guaranteed to fail sometime in the future, all hdds do.

Most consumer hdds are under $100 for 2Tb, pick one.

My advice, if you care about noise levels, definitely get a WD Caviar Blue (They're only 7200RPM up to 1TB, and after that 5400RPM, but their performance is quite acceptable, and they're also very quiet!) if you're only gonna be using it for data storage (and not as an OS drive) it'd be perfect.
Nowadays, it's best to use an SSD for OS use btw.
