Best internet speed for home

Can anybody please suggest me a good broadband internet connection (like BSNL Broadband) of 4 Mbps or more at the lowest possible price? BSNL gives 4 Mbps OK but at 950 INR (Unlimited) and that too with a usage cap of 8 GB after which the speed would drop down to 512 Kbps. I want a better choice at a reasonable price, and with no more than 20 GB usage cap.
