Best iPad recommendation ?

Hi, my husband has the first edition iPad ,vers. 5.1.1 (9B206). He is unable to update the firmware anymore because of the age of the unit. Now, he can't even get onto Youtube anymore since it has updated.
He would like to get a new but simple iPad. He has an iPhone and does not want to go with an Android device. ( I love my Galaxy and Nexus)
He needs it only to use with WiFi, no phone connection necessary. It should be 32 or 64 GB.
Does he need to pay a monthly charge (Verizon) with any newer iPad?
Does anybody have any recommendations? I would very much appreciate any suggestions.

ipad mini 3 32/64GB 4G. It's about $530 I think. Maybe less now that it's been out a while.

another alternative is buy a used ipad mini/ 2/3 or air/air2- they don't really wear out. just buy one with no scratches and the charger port and headphone port working and all the buttons working.

I have an ipad 4 16GB 4G and I've just found no good reason to upgrade. It still does everything I want an ipad to do.
 
Thank you for your suggestion, bliq. Yes, hubby's iPad is still working well too, except the support for that version is getting to be less and less.
Will be looking for a reg. size Ipad with 32 GB. With his old iPad he doesn't have to pay any monthly fee because it does not have a phone feature. If I understand it correctly, there is no getting around the monthly fee with a new one even if he isn't using it as a phone. Correct? We're using Verizon as our server. So, the only difference is that if we buy one on eBay or a used one, we are not locked into another 2 year subscription. Is this correct?

paying for service is only dependent on if you want to use the 4G/LTE capability which is cellular data. You can buy an ipad without 4G or an ipad with 4G and not pay for the cellular service. it'll work fine on wifi only or even without wifi (though you wont be able to do anything that requires being online). I personally prefer to be able to use my ipad anywhere and so I pay for cellular service since it only costs me $10 a month on T-Mobile. THis applies to both old and new ipads and new and used ipads.

bottom line- if you don't want to pay a monthly, you don't have to. Only have to pay if you want cellular data.

Now I'm looking for good deal on a Gen.4 iPad - Wifi only. Husband has iPhone for calls. I't great to know that it's not necessary to pay for a monthly fee for that.
