Best IPS Monitor Under $200

I play games like Dishonored 2, Skyrim, and Fallout 3, so I was thinking of getting an IPS monitor for the great images. I also play CS:GO and Battlefield 1, so I started looking for a TN monitor. I'm torn between a fast refresh rate or great images and colors. So my question is: Is there an IPS monitor under $200 that has great colors for my slow paced RPGs, and has a higher refresh rate than 60hz for my FPSs?

what about one that has more than 60hz refresh rate, but has like 4 or 5ms?
