Best liquid cooling set up under $400

I've been planning out a build for quite some time now for around 3000 with all monitors and peripherals for 4k gaming and recording, i also will be overclocking to the max and my budget can fluctuate if it needs to. But i REALLY want to put in a custom water cooling loop into my system but im a total noob with liquid cooling and i need help finding the best setup. I need it to be the quietest, and coldest as possible I would also like to be able to adjust the fans. Here are my components that i plan on using:

I would get the Corsair H100i, it's about 90-100$.

actually, i was gonna get the h100 or something like that but i need a custom loop, and the h100 is closed loop and only cools the cpu, i need a custom cpu and gpu liquid cooling loop for around $400.
