Actually, Your power supply really will limit your options. I presume your power supply is between 220W - 300W? If so, i think you won't find any decent graphics cards makes you play "most latest games" in medium settings as the most of low profile graphic cards has only 64-bit Memory Interface (bus), so you will need to upgrade your power supply to 450w (at least) or higher as well.
Could you provide more info about your power supply Wattage and size? It's hard to say what will fit without knowing the case.

Its pretty difficult to upgrade a branded PC. According to the dell website, your PSU is 220W one, on which you cannot install any GPU which will help in your gaming desires. Also upgrade to that PSU depends the space inside your cabinet, which is essential because you"ll need at least 400-450 W power supply for any GPU to run.
Telling him he needs 450watt psu is rubbish. A low profile GT 730 uses 38w!. So that would be a safe upgrade without any changes.
If you wanted to go higher than a 730 then i would suggest a 300 - 350 psu for your system. Having said that if you stick to the low power cards no need to worry about your psu at all.
GTX 750ti low profile from Gigabyte. I'm using it in my Dell optiplex 790 just fine as my HTPC for more than a year. With Dell power supply 260w, no issues at all. Really good machine for movies/ Dvb -C-S2 PVR server and 1080p gaming.
This card is one slot but the cooler makes it take up 1.5 slots inside the case. So you need to make sure that there is space next to where the GPU will go. Read the customer reviews to get a better idea what I'm talking about.
I have an Optiplex 3010 SFF with a 230 watt (I think) psu, and I have had a low profile 750ti in it for about 7 months now, no problems. So there's that lol.
