I'm wondering which MB brands are generally the best for building a quiet PC? Do any have BIOS that allows you to adjust the CPU and case fans according to measured temperature?

The "quiet" usually comes from the CPU cooler you will use. Generally all mother boards without a North bridge fan are "quiet"( look at MB's with heat pipes if you want one that runs cool with low temps). The fan speed control is mostly not available through the BIOS, but possible to some extent through SpeedFan, etc. You can also get a liquid cooling and a low RPM with BIG fan, heat pipes, etc.
