Best mITX GPU Card

I need some input and options on a good GPU to add to my small form factor build.

I am using a 60" 4K tv and my integrated graphics on the i7 isn't doing the best job. I have to lower my tv settings to 1920x1080 when watching videos on the web to stop some of the stuttering.

I'd also like to offset some of the work-load for video conversions to the GPU.

Current Build:

+Thermaltake Core V1 Case
+Gigabyte H170N-Wifi mobo
+Intel i7-6700 cpu (Non K)
+Corsair 450w Gold PSU

This build is non-gaming... Mainly used for encoding, ripping, and runs 24/7 to share files with other devices in the home. GPU needs to fit the small form factor and handle 4k media.

A GTX 950 2GB graphics card should suffice for such tasks.

Odd though, I thought Intel HD 530 graphics could handle 4k videos on Youtube.
