Looking to try and upgrade existing computer on $200 budget. Need 4 SATA ports, onboard DVI. ATX form factor.

Existing system: AMD Athlon AM2 dual core 3.0ghz, 4GB RAM (DDR3?). Asrock A0D790GX/128M.

Solution
Depends what you're looking to do with the system...

Onboard DVI suggests you don't want a discreet GPU.... that leaves you most Intel offerings, or AMD APUs.

For a <$200 budget and using an iGP, I'd suggest forgoing ATX.

You could get under $200, but limited to a 2core/4thread CPU.

Example:
PCPartPicker Part List

CPU: AMD Athlon 3000G 3.5 GHz Dual-Core Processor ($54.99 @ Newegg)
Motherboard: MSI B450-A PRO MAX ATX AM4 Motherboard ($99.97 @ Amazon)
Memory: Patriot Viper 4 8 GB (2 x 4 GB) DDR4-3000 Memory ($37.99 @ Newegg)
Total: $192.95
Prices include shipping, taxes, and discounts when available

A 4core/4thread chip would be a better choice - but including ATX pushes you over the budget.

CPU: AMD Ryzen 3 3200G 3.6 GHz Quad-Core Processor ($94.99 @ Amazon)
Motherboard: MSI B450-A PRO MAX ATX AM4 Motherboard ($99.97 @ Amazon)
Memory: Patriot Viper 4 8 GB (2 x 4 GB) DDR4-3000 Memory ($37.99 @ Newegg)

You get really close moving the mATX ($207), but still limited to 8GB..... which can be a bit of an issue given the iGP shares system memory:

Those all include B450 "MAX" boards, which definitively support 3000 chips out of the box.
There are lots of B450 boards which have been updated to support (originally launched to support 2000 series), but no way to guarantee at a glance.
