Best monitor solution for this setup

I currently have a 32inch philips monitor but i ant to take full advantage of my pc.
I have a gtx 1070ti
I want to keep it 32, 31.5 or 27 inch preferably. could go to 24in but only if no other option persists

Budget is up to $400aud
could go a bit over if necessary but id prefer if it stayed under

I need a high refresh rate (100 or 144hz etc) and good build quality (dont care if it is anti glare or not.

That is a tight budget. Of course 24" 144Hz is no problem. But if you go up to 27" you still have to stick with 1920x1080p. There is no 32" option I know of.
