What would be the best budget motherboard to pair with a ryzen 3 1200?

Any b350 board should be fine and allow you to oc it to it's potential

Agree with above. Even a "value" mobo on the B350 chipset will be able to deliver the power requirements of that proc. 3.8ghz OC shouldn't pose a problem, even on the stock cooler. Darned decent value chip.

Can you give a good model b350 that's a micro atx board?

I personally use ASRock AB350 Gaming ITX. It works great for my 1200 build. Built in wifi and Bluetooth as well. M.2 slot on back, so keep in mind for case selection or build process. If you use the stock fan make sure to turn the "AMD" part of cooler bezel away from the RAM slots or it will block the inboard one.
