Best Noctua cooler under 70$?

Hey.
I want to buy a Noctua cooler since they are good i guess. Need to be cool and quiet.
My cpu is an i5 4690k and my case is Nox Hummer ZX. Needs to fit there.
Any other suggestions are welcome too if worth.
