Best FPS? Well you can go to Global and go to default, but to elaborate, I would do.

Ambient Occlusion-Off
Anisoptic Filtering- Application-Controlled
FXAA-Off
Gamma Coorection-On
Anti-Aliasing-Off
Transparency-Off
CUDA-All
DSR-Off
Fre rendered Frames-3d Application
MFAA-Off
Multi Display-Single Display
Power Management-Adaptive, unles you want it to always run at max core clock even at idle, which won't improve FPS in game.
Shader Cache-On
Texture Filtering-Anisotropic Sample..-Off
Negative LOD bias-Allow
Texture Filtering-Performance
Rilinear Optimization-On
Threaded optimization-Auto or off
Triple buffering-Off
Vertical Sync-3d application, or ON
Virtual frames-1
The only setting that comes in my mind is under power management which you will have to set it as maximum perfomance instead of adaptive.Even then i dont think that settings in nvidia control panel have anything to do with perfomance in games.

I've seen some people say to turn "Threaded Optimization" on, but I don't know if it makes that much of a FPS difference (haven't tested it out yet).

If you're talking about best performance/input and not just FPS which is just a number, read the following:
turn Maximum Prerendered Frames to "1" for the fastest input, and turn off V-Sync. Those are the main ones I would change but there are probably more settings other would suggest.
