Best Nvidia/Intel gaming build for 900-1000$ max

So my friend wants to build a gaming PC with an Nvidia gpu and Intel processor. His budget is 900-1000$ to spend, no more no less. He already has a case picked out, I will put the link at the bottom. No ssd, or extra CPU cooler, we want all that money toward the best main components. He wants to be able to play most games on max settings. The processor should be an Intel i5 or something similar. No AMD components please.

If you want the Crossfire 270x rig, you'll need a bigger PSU if you want it to last. A 650W should do it.

A second 290 will drop right in, without needing to upgrade the PSU, and the 4gb vram will get around the pesky settings in Watch Dogs and Wolfenstien that wont let you use ultra settings without at least 3gb [strike]4gb[/strike] vram. Although 2gb is usually enough for single monitor 1080p, my fear is that if two games are doing this now, we'll only see more in the future.

And yes superclocked is EVGA's overclocked. Most partner boards are overclocked, but as you can overclock it yourself anyway, it doesn't really matter.

It is EVGA's term. It helps mostly in marketing to make you think it is SUPER overclocked, when in reality, it is kind of average.
