best OS for Intel Atom N450 on mini laptop

i have Windows 7 Pro 64bits but video playback freezes all the time on VLC media player and i mostly be using it for browsing and watch movies from usb dvd player and Youtube streaming

There is nothing you can really do for N450 or any other early Atoms.
I had one of those netbooks with N450.
I tried every OS I had at that time incl. Linux Mint.
I also tried to replace the HDD with an SSD.
The processor is simply to weak. Nothing really helps to speed things up a bit on the netbook.
I gave up already a long time ago.
I would say, forget it! Do yourself a favor by buying a new PC/laptop with relative new i3 at the very least.

Are you willing to take linux into considerations?
mintOS is a very lightweight OS wich is not that hard to understand, and it will definetly 'speed things up or at least make them run propaly

Your OS is not doing anything.

Atom chips are weak and won't have enough power for software decoding of HD videos. Some codecs can decode videos with partial accelerationg which might be enough to watch the videos.

Easiest way is to try out different video players.
