Windows 8, 8.1 or even 7 (if that's supported). You could do 10, and it would probably be more responsive, but that's all your choice. Don't use XP, a lot of programs don't have support for that anymore.

OS isn't really a deciding factor for FPS. They all perform capably, but the newest and most optimized would be 10. I imagine 10 would be the best option. :L
Well what can be the best OS for my pc for gaming only.

I suggest Windows 10. I recently installed one in a pc with a core 2 duo, 4gb ddr2 and R7 240 1gb gddr5 pc and performs well in office and multimedia use (and some very old games) but if you want better compatibility with older games I suggest W7 (since many games don't wotk in W10 even with compatibility mode). By the way neither your pc or my core 2 duo one can be listed as 'for gaming' by 2017 standards. I would say that gt 610 is your biggest limitation.

It does matter. Win 10 gives me less fps than Win 7.

I would go for Windows 10 because of DX12. DX12 will utilize more core than DX11 giving more fps. More games in the future will support it. There are currently a few games that use it. It's only on 10 though.
